Política Territorial saca a consulta pública el decreto del voluntariado de Protección Civil

La iniciativa normativa se abre hoy a la participación de ciudadanía y organizaciones a través del portal www.canariasparticipa.com

La Consejería de Política Territorial, Sostenibilidad y Seguridad del Gobierno de Canarias, ha puesto a consulta pública la iniciativa para tramitar la redacción del decreto del voluntariado de Protección Civil. Es un paso más del proceso que arrancó a mediados de 2018 cuando se pusieron en marcha una serie de jornadas informativas, impartidas por el subdirector de Protección Civil y Emergencias, Néstor Padrón, dirigidas a los voluntarios y voluntarias con el objeto de lograr la máxima implicación del sector en la configuración del contenido de la futura norma.

Actualmente, la labor del voluntariado de Protección Civil y Emergencias de Canarias se canaliza a través de agrupaciones integradas en la propia estructura municipal, dependientes de los ayuntamientos, así como de entidades de protección civil que pueden tener reconocido su carácter de colaboradoras de la Administración Pública o relacionarse con esta mediante de convenios.

Esa diversidad de figuras e instrumentos exige reglamentar y registrar la organización y funcionamiento de las agrupaciones locales de voluntariado, así como prever los requisitos exigibles a las entidades que quieran colaborar en tareas de protección civil  para poder integrarse y participar coordinadamente del sistema canario de seguridad y emergencias.

El decreto fortalecerá la organización y el funcionamiento de las agrupaciones municipales de voluntarios y entidades colaboradoras de Protección Civil en la Comunidad Autónoma de Canarias, siempre dentro del respeto a la potestad organizativa de los ayuntamientos.

Objetivos y contenido de la norma

Este decreto que se pretende aprobar tiene como objetivo garantizar el conocimiento y el empleo eficiente en el despliegue y coordinación de los voluntarios en aquellas situaciones de emergencias donde se requieran los servicios de protección ciudadana.

Las actividades y acciones principales que realicen las agrupaciones locales de voluntariado tendrán, fundamentalmente, carácter preventivo, actuando siempre bajo las directrices establecidas por los servicios técnicos y profesionales de protección civil de la entidad local de la que dependen. Entre ellas, destacan la colaboración en labores de apoyo, como pueden ser las de prevención de incendios forestales, riesgos naturales o antrópicos y, especialmente, la información, orientación y asesoramiento a la población.

La organización y funcionamiento de los voluntarios se regulará mediante los reglamentos que aprueben las entidades locales. Su estructura organizativa será flexible, y deberá ajustarse a las necesidades de cada entidad local, a los medios humanos disponibles y a lo dispuesto en la estructura operativa del Plan Territorial de Emergencias de Protección Civil de la Comunidad Autónoma de Canarias (PLATECA), así como del resto de Planes de Protección Civil que sean de aplicación.

El documento dispone, entre otros, del establecimiento de un registro autonómico de agrupaciones locales de voluntariado y la creación de la ‘Asamblea de Participación de Agrupaciones Locales de Voluntariado y de Entidades Colaboradoras de Protección Civil de Canarias’, como el órgano de participación en el sistema canario de seguridad  y emergencias. Este se encargará de proponer acciones formativas, hacer valoraciones y propuestas para la mejora de la organización y, además, podrá participar, cuando se le requiera, en el PLATECA y en el resto de planes especiales.

Asimismo, la norma también velará por la promoción igualitaria de hombres y mujeres en todas las actividades y acciones de voluntariado.

La iniciativa normativa ya está disponible en el portal web www.canariasparticipa.com. Ciudadanos, organizaciones representativas, colectivos y administraciones podrán hacer sus aportaciones desde hoy miércoles, 16 de enero, hasta el próximo día 31.
